Philippines shall promote its interest on Regional and Multilateral Arrangements such as trade, investment and technology transfer. Philippines believe that, diplomatic initiatives will be achieve through active involvement on promoting country’s interest in agriculture, infrastructure and intellectual property.
Since Philippines committed to combat terrorism. Philippines will support peacekeeping operations of the UN in war- torn areas. And to actively participate in regional and international cooperation exercises. Philippines also want to strengthen legislation ang legal framework and structure of institutions
Philippines with China, Vietnam, Malaysia, Brunei and Taiwan has conflict claims on the South China Sea that’s why would like to protect its territorial rights specially on the South China Sea
Philippines will also support direct foreign investment in infrastructure and export oriented programs. Philippines direct investors are US, China, Japan, Europe and other ASEAN country.
Protection of Nationals is one of the primary goal of Philippines. It aims to protect OFW’s from it’s vulnerability on other foreign country’s. Amendments of the Foreign Service Act is being reviewed.

Speech Of His Excellency Benigno S. Aquino III President of the Philippines On the Occasion of ASEAN Day
President Noynoy Aquino's first speech regarding Philippines foreign policy focuses on the ASEAN. PNOY said that " In my administration, we will be more conscious of our commitment to fostering improved ties with our ASEAN neighbors. We will be a good neighbor, a productive partner, and a consensus-builder as we work towards our common goals." P-Noy wants that, Philippines will continue to participate in discussions on issues of concern within the region,which is very important so that Philippines would have a its own "say" regarding some issues concerning Philippines and its neighbor. Regading Philippines participation on economy P-Noy said that free trade agreements which were forged before his time, Philippines will ensure that these agreements increase employment and expand the market for our goods and that of other nations. P-Noy also believes that the most effective instrument of peace and mutual understanding, is cultural exposure and cooperation. He suggest that Philippines can foster the success of our common goals through culture and the arts. which I think is very effective.

Visiting Forces Agreement Lecture August 2, 2010
Visiting Forces Agreement is the latest in a long line of military agreement between Philippines and United States that’s why VFA is considered as the framework for all US Philippine agreement. This agreement is used for the development of Philippines Military force with the presence of United States military force. VFA is considered as an affair agreement between U.S and Philippines. This is a unilateral agreement used to extend the power of the US In South East ASEAN country. This agreement gives American soldiers immunity privileges in and out of the country. It was signed on February 10, 1998 and was ratified on 1999. In the United States VFA is just an Executive Order. While in the VFA is considered as a treaty. But still these two parties should act on good faith. United States needs ports, training facilities and logical bases. To keep Philippines pro United States to spy China. VFA is needed by US to support base.
VFA’s provision is against Philippine constitution. That’s why Filipino’s think that Vfa is a bastardization of Philippines sovereignty since US nationals has no respect on Philippines law and regulations. At some point VFA is used by the US as an “EXTRA Territory of the United States Considering that in the VFA it was not also mentioned who among the Philippine official’s approve the so called “ activities”. PNOY VS. PGMA
Last Monday July 26, President Benigno Aquino III will delivered his first State of the Nation Address (SONA). His first SONA was sort of an exposé on “irregularities in the previous administration that were uncovered by the new Cabinet”.I think, Filipinos, however, are more interested to hear what Aquino plans to do to immediately change the country’s course. It’s not that they do no want to know the real state of the nation. It’s just that they are already very much aware of the mess left behind and crimes committed by the Arroyo administration.
Philippines is now one of the most corrupt nations in the Southeast Asia and Noynoy is trying to gain back the dignity of the Filipino or the Philippines as the most respectable nations in the past.
Preident Noynoy’s SONA can be divided into two parts; the first part enumerates the sins, incompetence and the alleged anomalies of the past administration. The second part includes the solutions and strategies he want to adopt to solve the perceived problems in order to promote prosperity and peace for the nation. But most of it focuses on expose of the past administration.
I believe that, instead of an expose, the SONA must illustrate how the Truth Commission will make Arroyo and others accountable. Aquino must provide indicators to measure the success of this commission such as specific targets and specific deadlines.
Aside from corruption, there are other problems that Aquino will have to take up in his SONA. Job scarcity, poverty and inequities in wealth distribution, insecurity in resources like energy, water, and food, fiscal deficit, agrarian unrest; human rights violations, climate crisis and environmental destruction. In his SONA, Aquino should not use Arroyo’s corruption to conceal the inadequacies of his own policies and vision for the country.
On the positive side, I like his straight-to-the-point speech but he must be discreet in his accusations. I pray that his doable solutions to the country’s problems of having public-private partnership or BOT were sincere and not offered by imperialist countries that merely want us to be perpetually dependent on them. The first SONA of our newly elected President reflects his strong desire for change and as citizens, we should participate and contribute.
On the other hand, P-Noy’s SONA renews the hope of every Filipino in attaining a clean government, quality life, and a healthy and peaceful environment. His SONA also provided hope to those who are unemployed to find jobs and livelihood and be motivated to stay in our country. More importantly, it assured us that the horrors that the GMA administration had inflicted upon us are things of the past. Which I believe that, we could craft a good policy if we use past as our basis.

PGMA started his first SONA before using Jayson, Jomar and Erwin 3 young boys who sent her a letter using paper boat and soar it in Pasig River. PGMA had these as her basis. Her vision was to fight against poverty for a decade.
PGMA believed that Unity for the country’s recovery will set the stage for national mobilization needed to undertake the great and difficult tasks ahead. She emphasizes her belief that, to succeed on our National Agenda or problem we have to apply these four components; the first is an economic philosophy of free enterprise appropriate to the 21st century. The second component is a modernized agricultural sector founded on social equity. The third component is a social bias toward the disadvantaged to balance our economic development plan. And the fourth component is to raise the moral standards of government and society.
To cut it short, I believe that, PNOY and PGMA’s vision were more likely the same. What is important is that, our newly elected President Noynoy Aquino should be able to accomplish his vision and promises. And prioritize our countries welfare and development. So as to not experience another failed administration. And truly reduce corruption and win our fight against poverty. Which both PNOY and PGMA aims for.

State of the Nation Address

Since today was the first SONA or State Of The Nation Address of our newly elected President Benigno Aquino III. We all assumed that this would be our topic since we expected that the SONA will cover some of the new Foreign Policy of the Aquino Administration.
PNOY’s expose that Gloria Arroyo administration abused the national budget and used a good portion of it in electioneering. That MWSS were a bunch of crocodiles. That DPWH arbitrarily changed, diverted and wasted government projects. That utility management like electric was based on politics. That MRT was badly managed. That NFA was a cover for an unbelievable corruption. And so on.
I was shocked knowing that Philippines is one of the most unfriendly country regarding Foreign Investment for the very reason that, Philippines is not stable on its Political Policies. We had a group work regarding the SONA. We were ask to analyze the problems and solutions that were presented by our newly elected president. And choose at least one problem and solution and explain it. Our group chooses the countries problem regarding investment, the proposed solution that we considered was the PUBLIC-PRIVATE PARTNERSHIP wherein it was said that we will not spend even a single peso from willing foreign investors to invest in our country like for some who wants to build an expressway from Manila to Bulacan, Nueva Ecija, Nueva Viscaya until Cagayan Valley. If this solution would be use our infrastructure would be developed that would create more job opportunities to Filipino Nationals.
To sum it up, the Aquino Administration might be pre- occupied in the next 6 years and be failed to address the present problems that the Philippines might face. But on the other hand the State of the Nation Address of PNOY was good since he uses the past as his basis on creating programs or laws. Since history helps to create good and effective policy.

These would be the cycle on crafting such law; setting of the goal, implementation, result and consequences, evaluate and revise. Since Foreign Policy are known to be as a continuous process of formulation and implementation. There are also three time lines to consider when drafting such policy the first one would be immediate, second would be midterm and the last one would be the long term.
Philippines is one of the pioneer countries in the Association of South East Asian Nations (ASEAN) together with Indonesia, Malaysia, Singapore and Thailand. As of today, Brunei, Myanmar, Cambodia, Lao DPR and Vietnam are already part of ASEAN. The organization aims to promote economic integration, social progress and cultural development within the member states. In general, the ASEAN aims to promote peace and stability within the region.
Considering the aims of the regional group, the Philippines is expected to have a good relationship with the member states of ASEAN and vice-versa. Focusing on the issue of OFWs and their protection once they go out of the country (Philippines) to work.
To implement such law we were also ask to give some offices or department that would help on the implementation process. One of these is the POEA. Programs of POEA such as: Savings mobilization initiatives of the government: SSS and Pag-Ibig are useful programs that can address problems concerning irregular migrants or undocumented overseas workers. The Social Security System (SSS) is very visible in the Philippine consulate. It started its overseas operations in Hong Kong on January 28, 1998. So far, there have been 55,000 migrant workers who have enlisted with the SSS, or about one-third of the estimated number of Filipino migrant workers. The agency estimates that their membership enlistment program can potentially reach all Filipino migrant workers in Hong Kong, including the undocumented ones. Programs such as, Livelihood and Housing loan programs, Flexi Fund and the Pag IIbig Fund would encourage migrants workers including the undocumented one’s would be interested to sign up. SSS has its own technique for its program to spread among Filipino Nationals. One on one discussion with organized migrant groups with large scale of members like religious groups such us: El Shaddai and Jesus is Lord (JIL). Each group has their own marketing functions to inform migrant workers about SSS and convince them to enlist themselves with the agency.
